Director of Contracts Management
Ellen Barletto joined CSA in 2008 and currently serves as the Director of Contracts Management. In this role, she is responsible for CSA’s prime and subcontract management, contract data management systems management, non-disclosure agreements and teaming agreements review and approval, and organizational conflict of interest compliance. In addition, Ellen provides corporate support in all aspects of contracts management and is responsible for working with senior leadership in the implementation of strategic decisions related to contracts management.
Prior to Ellen’s current role, for three years she provided Marketing and Sales proposal support, to include reviewing proposals, strategizing proposal responses, and writing proposal technical volumes. Before joining CSA’s corporate side, for five years she served as SPAWAR PEO C4I PMW 770’s Contracts Manager. In this role, she managed the portfolio of PMW 770 contracts, which included pre-award to post-award contracts management support for ACAT II–ACAT IV undersea/submarine communication prime mission product contracts.
Before joining CSA, Ellen served for over three years as legal support to the U.S. Department of Justice–Environment and Natural Resources Division–Environmental Enforcement Section. Ellen started her career as an intern at the U.S. House of Representatives followed by one year working for the largest U.S immigration law firm, Fragomen.
Ellen holds an Masters in Business Administration and an MA in Government from Johns Hopkins University, as well as a BA in Political Science from Saint Michael’s College. She is a Project Management Professional (PMP) and a Certified Federal Contracts Manager (CFCM).
Ellen is an avid fan of Tom Brady and the New England Patriots, Stevie Nicks, and the Real Housewives of OC. She enjoys going to music festivals/concerts, running, pilates, wine tasting, traveling, and most of all hanging out with her husband Bryan (a JAG–just like the TV show) and her sweetest baby boy Luca.
